Conclusion
It seems there are two schools of thought among the non-mujtahid world in which it is held that tafsir on this verse is clear. The Sunni one was devised by Al-Imaam Al-Tawhidi himself in the years to come of Islam, and the Shia one was created by Al-Nawawi to refute him and get around to the real meaning.

When a believer read this verse, this Shia reading has him taking it in two different ways: the first is in the context of taking the Law of Moses in it, and then using this interpretation to judge non-Muslims, secondly is taking the law of Moses as it was intended to be used, as for a married Muslim with his wife and children, and using this as a guide in dealing with others.
